if the idea that you need a country with a lot of inhabitants to get champions because it depends on statistics
we can say the same thing about the Paralympics
"You need a lot of disabled people to have a few champions"
Which state would enjoy to have a lot of disabled persons?
they are like prisoners, taken in charge and costing a lot of money for the government...

True enough. In rural Nebraska, there are high schools which are too small to field 11-player American football teams. They play six or eight to a side against other small schools.
